What is it?

Picked this insulator up at an antique show yesterday and was told it was found in a power station in B.C.
On the front side it has BULLERS with ENGLAND below in smaller size and a number 1172 below that.
On the rear side it has a number 51A6332 and number 9488 below that.
I ahve looked on the internet for a pic or anything that resembles it but have had no luck. Has anyone here have any idea what it is and a rough price idea.

It is roughly 6 inches tall
